BIA's Surface Access Strategy 2006 - 2011 was published in July 2006.The Strategy seeks to promote improvements to surface access and the use of alternatives to single occupancy cars for journeys to the airport. The implementation of the Strategy is overseen by the Airport Transport Forum which includes representatives from the Unitary Authorities, the local rail and bus transport operators, airport employers, airport staff and the Consultative Committee.

The Airport has also published a Staff Travel Plan to encourage staff to look at alternative ways of commuting to work to reduce pollution and congestion.
